Are developers allowed to install older firmware to test apps?

Got a quick question. Are developers allowed to install older iOS Versions for testing? Or is an old device needed to do that.

Would be cool to know, since this might be a way of possible downgrading.

Simple answer: No

Otherwise this would be a great loophole for downgrading, but apple know why they permit it. You should always use the latest iOS version.
