Is iPad 2 sold in US are unlocked OTB?

I am thinking of buying iPad 2 3G Model. I live in a different country (India) where iPad supply is NIL. I would like to know whether buying iPad 2 in US would allow me to use 3G networks in India without having to go through the hell of Jailbreak or Unlock process!

I went to a local store and played around with iPad2. It is really amazing and there is no other tablet available in the market that can match its completeness and coolness!
